Who we are

Red Tape Software Ltd builds CarrierNote. We’re a small team on the Wirral, and the founders are Steve Matthews, Jade Matthews, and Oli Ryan.

Why we built it

In early 2026 we registered Ivory Clearance Ltd to run a waste clearance business. Working out what the job would involve, we spent a long time on the paperwork side: what a waste transfer note has to carry, and how you find one again a year after the load went.

The paperwork was the bigger job. DEFRA's own fallback for operators without software is a spreadsheet upload, which it calls transitional. Its Digital Waste Tracking mandate was coming either way. Sites that take waste in go first, from October 2026 in England and Wales, and January 2027 in Scotland and Northern Ireland. Carriers, brokers and dealers follow from October 2027.

So we changed direction. Ivory never started trading, and we built CarrierNote instead. It's built for the record itself: captured once where the work happens, whether that's a driver at the kerbside or someone taking a load in at the gate, checked against the rules before it counts as done, and kept for as long as the law asks.

What we do, and what we don’t

We write software. We don’t carry waste and we don’t run a transfer station, so the receiving side is built to DEFRA's published specification for what a site has to file rather than from our own gate. If you run one and something about it doesn’t match the way your gate works, tell us. We’d rather hear it early. There's a walk-through of what the first phase of Digital Waste Tracking asks of a permitted site on the receiving sites page.
